    The comprehensive performance appraisal conference on the "12th Five Year Plan" National Key Water Program “research and demonstration on key technologies of the whole process control of heavy metal pollution in characteristic minerals in small watershed of Danjiangkou reservoir area” was held in Beijing Tibet Hotel during November 6-8, 2019. The conference was presided by division chief in Ms. Shan Dan, National Water Program office. More than 50 participants attended the meeting, including Prof. Tu Jingping, deputy director of  Department of Ecology Environment of Hubei Province, evaluation expert group (including 18 technical experts, financial experts and archival experts in total), Yang Lei, deputy general manager of Jiufeng vanadium industry, project leader, sub project leaders, project technical backbone, financial audit accounting firm representative, etc. The conference is mainly divided into two parts: on-site verification of demonstration project and comprehensive performance evaluation of the project. The expert group composed of three technical experts, accompanied by relevant leaders of the National Water Office, relevant leaders of  Department of Ecology Environment of Hubei Province, project leader, project key researchers and relevant personnel of the demonstration enterprise, carried out on-site inspection on the operation of the six demonstration projects after the assessment and acceptance on November 6th. Through the on-site investigation and technical personnel's explanation about the operation of the demonstration project, the expert group believes that the six demonstration projects are in good condition, and gives full affirmation and praise to the demonstration effect.

    The comprehensive performance appraisal conference was held in Beijing Tibet Hotel during November 7-8, 2019. According to the agenda of the conference, Professor Lin Hai, leader of the project, gave an overall report on the completion of the project firstly. At present, the project contract assessment indexes are all completed according to quality and quantity, and multiple assessment indexes are overfulfilled. Then the project leaders broadcast the construction image data of the demonstration projects, and introduced the construction process, comparison before and after construction and operation effect of the six demonstration projects in detail. At last, the expert group evaluated the technology, finance and archive materials of the project respectively. They thought that the project puts forward the overall research idea of "source control - cleaner production - end treatment - basin pollution control - target management" innovatively, aiming at the problem of heavy metal pollution caused by the mining and processing of vanadium-bearing carbonaceous shale, which is the characteristic pillar industry of small watershed in Danjiangkou reservoir area. Based on the transfer and transformation path of heavy metals in vanadium-bearing carbonaceous shale with water medium and the concept of cascade control and reduction, the project starts with three heavy metal pollution point sources of vanadium mine mining, smelting and tailings storage, as well as two pollution point sources of surface runoff and river basin caused by point sources, and realizes organic coupling of physical and chemical technology and biotechnology innovatively, through technological research and development, integrated innovation and comprehensive demonstration, forming a complete set of technologies for heavy metal pollution control of point source and surface source in the whole process of mining, beneficiation and smelting of characteristic minerals in small watershed. The achievements and completion of the project have been fully affirmed by the expert group and the national water office after the questions of the experts and the answers of the leaders and the backbones of the project. At the end of the conference, the leaders of the National Water Office announced the evaluation results of the expert group and the "12th Five Year Plan" national major water program finally passed the comprehensive performance appraisal acceptance with excellent results.
